Alfred, Baron Emmott, was a politician and cotton manufacturer who was an MP, served as Under-Secretary of State for the Colonies, directed the War Trade Department, chaired a commission looking into the desirability of decimal coinage and was Chairman of the Foreign Office Committee collecting information on conditions in Russia, among other roles.  Unfortunately, only a very small, miscellaneous collection of Emmott’s papers have survived and because of this a very simple arrangement of the paper has been adopted: the papers have been put into a single chronological series.  There is one exception from this, Emmott 8 which contains papers relating to the Foreign Office Committee to collect information on Russia.  This exception was made because the file was clearly as originally arranged.  The collection of papers relating to the Congo Reform Association have been dispersed into the main series mainly because there was no evidence to show that this collection had been made by Emmott himself.

Nuffield College Private Conferences (1941-1955)

12 boxes

The Nuffield College Social Reconstruction Survey conducted an enquiry into the effects of the Second World War on the location of industry and the distribution of the population.  G.D.H. Cole, the Chairman of the Survey Committee, soon concluded that the formation of any practical plans for the post-war period would involve a great deal of presumption about the future political and sociological situation. Cole argued that it would be beneficial to bring together people from diverse political and professional backgrounds to attempt to build a consensus on strategies for social reconstruction. He therefore instigated a number of Private Conferences to create a forum for the free exchange of views without fear of media or public scrutiny.  As well as papers relating to the Private Conferences, this collection includes the papers of some of the Local Investigators Conferences, plus the papers of a few conferences held by the College in conjunction with other institutions.

Nuffield College Social Reconstruction Survey (1941-1955)

228 boxes

The Nuffield College Social Reconstruction Survey began in February 1941, before the College had buildings of its own, and was an attempt to foster the co-operation of scholars and the nation’s business and political leaders.   Prompted by G.D.H. Cole, the Nuffield College Committee not only approved an initial research programme but set up a Social Reconstruction Committee to supervise it.  Under Cole's urgent direction, the Survey expanded its research activities from the initial inquiry on the location of industry and the distribution of population, during and after the war, to education, local government and social services.  The Survey collaborated with the Oxford Institute of Statistics and the Royal Institute of International Affairs (Chatham House), and assisted the Beveridge Inquiry.  The arrangement of the papers reflects the original administrative structure of the Survey.

There is only one box of papers and they throw very little additional light on his life in general. One set of papers result from his period as Deputy Lieutenant and Sheriff and specifically concern the rural agitation in Hampshire at that time, the other contains some of the records of his financial transactions, most notably those involving railway shares. There are also some more miscellaneous items.

Williams, P.M. (1920-1984)

18 boxes

The papers in this collection reflect all aspects of Philip Maynard Williams's life to a limited extent, although there is very little indeed related to his particular study of French politics and virtually nothing on his connection with American universities.   His involvement in British politics is better represented, for example his contribution as one of the group of academics who supported Hugh Gaitskell in the Campaign for Democratic Socialism and his similar role during the creation of the Social Democratic Party.  There is also material from his days as an undergraduate, in the army, correspondence about/with Tony Crosland and his involvement in university politics after the publication of the report of the Hart Committee on Relations with Junior Members.  The structure of this collection is to a large extent chronological, the seventeen boxes of papers being arranged in five sections.
