Hernando Grueso

Non-Stipendiary Research Fellow
Postdoctoral Researcher, Department of Social Policy and Intervention

Hernando Grueso is a Postdoctoral Researcher in the Department of Social Policy and Intervention and a Non-Stipendiary Research Fellow at Nuffield College. He is an applied economist exploring the roots of armed conflict and its impact on vulnerable communities in Africa and Latin America. His work sits at the intersection of development economics, climate change, and conflict, where he uses econometrics and machine learning to untangle complex causal relationships. Drawing on diverse data sources—from satellite imagery and household surveys to administrative records—he investigate how extreme weather events trigger conflict and undermine social wellbeing. Ultimately, he aims to identify cost-effective government policies and programmes to potect vulnerable groups from the dual shocks of climate and violence.

Hernando received his Ph.D. in Public Policy from The George Washington University, an M.P.A. from Cornell University, and a dual degree in Economics and Political Science from Universidad de los Andes in Colombia. In addition to his academic work, he has served as a consultant for international development organizations such as the World Bank, UNDP, and FAO.
